Carbon tetra chloride (CTC) is highly symmetrical compound. It is practically non-polar, and not ionizable. It practically do not dissolve in water, or water do not dissolve in it. Hardly any moisture remains with it. Water will conduct electricity if some carbon tetra chloride is added to water, but carbon tetra chloride will not conduct electricity if some water is added to it. (water will float over CTC, as CTC is much denser compared to water)
